This is my current build for level 80 PvP (tournament/skirmish mode). Not too sure if it's the be all and end all of Thief design but I'll go into detail about how the runes benefit my playstyle. I have found that I can down light/medium armor classes without using half my initiative and in around 5-7 seconds.
Deadly Arts
+5 = Stealing Applies Poison for 10 seconds.
Rune V = Increases Poison Duration by 33%.
+15 = Weaken (Causes enemy to Glance) targets for 3 seconds whenever I poison them.
Rune VIII = Venom skills recharge 20% faster.
+25 = Deal 10% more damage when the target has a Condition applied (Poison, Vulnerability, bleed etc.).
Critical Strikes
+5 = Critical hit chance increased by 5% when my health is over 90%.
Rune VI = 5% of precision is converted into Vitality (this was mainly for survivability)
+15 = Critical Hits have a 20% chance to restore 1 Initiative.
Rune III = +7% chance to critical hit when behind and enemy or attacking from the side.
+25 = 10% more damage dealt when Initiative is over 6.
Rune XI = Deal 20% extra damage when targets health is below 50%
Trickery
+5 = Stealing gives 3 Initiative.
Rune V = Gain Fury (20% more critical Hit chance), Might (extra power) and Swiftness (run faster) when I Steal.
+15 = Initiative total increased by 3.
This build, when used in combination with Skale (Vulnerability) and Spider (Poison) venom is a very high DPS build that has a high opening DPS/Crit chance with high DoT during the midrange and finishes up with high DPS, maintaining a decent amount of Initiative to carry on to my next target. the build leaves me with less health than a build with some vitality and/or toughness, but my playstyle leaves this to be my near perfect build.
I am currently using no pvp-specific armor or weapons, just my levelling set so none of my stats are particularly beefed up. My Crit Chance before entering combat is 30-35%.
