So I've taken a swing at Structured PvP with my latest main character, Clowdia Harrow, and have found this build to be fairly fun and useful with high survivability and is designed to capture objectives and control the movements of foes.
Radiance:
+5 = Blind nearby foes when activating Virtue of Justice (which you should be activating whenever you can!)
Rune VI = Applying Blind also applies Vulnerability
+15 = Renew Virtue of Justice when I kill an enemy.
Rune I = 3 Seconds of Retaliation when I use a heal.
+25 = More damage to enemies inflicted with Conditions.
Rune XI = 15% extra crit chance with One-Handed weapons.
Valor:
+5 = Aegis buff when health reaches 50%
Rune IV = Nearby Allies gain +30 Toughness (Will probably change this at some point, seems a bit weak in PvP)
+15 = Third Virtue recharges on a Rally.
Rune IX = +90 Toughness with a Shield equipped and shield skills recharge 20% faster.
Honor:
+5 = 1 second of Vigor on Critical Hit
Rune VI = Aegis heals me whenever it's removed.
+15 = Rolling heals nearby allies.
Rune IX = Two-Handed skills recharge 20% faster (The REAL reason I use this tree at all)
I equip myself with a Hammer for CC and actively switch to a Sword/Shield combo to quickly hunt down enemies using the second slot blink and blinding skill which is very good in PvP right now. For the most part I use utility shouts to buff allies and myself, as well as using Contemplation of Purity which gets rid of all conditions (which you stack very quickly in PvP).
All in all this is a high durability build that is enormous amounts of fun to play and while subtle can really deter enemies with it's almost unwavering survivability. The number of times I've chased down enemies running from me in PvP is hilarious.
